Tartu’s historic city center is a vibrant fusion of cultural heritage and modern urban life. However, balancing preservation with sustainability while meeting the needs of new residents—including vulnerable groups such as older adults, persons with disabilities, low-income dwellers, and Ukrainian war refugees—remains a challenge.
High population density strains infrastructure, and some residents struggle to access affordable, reliable energy—one of the key goals outlined in the Tartu 2030 Energy Plan. Climate pressures, including flooding risks from the nearby Emajõgi River, further underscore the need for urgent action.
Efforts to support residents in the historic center must carefully preserve the neighborhood’s distinctive character, ensuring that resilience measures enhance rather than compromise its rich cultural heritage.
