A new tool developed by researchers from DTU, in collaboration with ISCTE, as part of the RETIME project, could help municipalities and other road authorities better understand which roads are most critical during flooding and where disruptions could have the greatest impact.
Focusing on the RETIME pilot in Tartu, Estonia, the research team combines spatial road-network data with information on network criticality to provide a dynamic assessment of road flooding risk. The approach could support more targeted public investments, live alternative routing options, or early indicators of emergency response teams in flooding scenarios.
The research will be presented orally at the 2026 International Conference on Information and Communication Technologies for Disaster Management (ICT-DM 2026) in Dubai in November 2026 and published in the ICT-DM’2026 Conference Proceedings.
