Engaging Tartu Stakeholders for Deeper Local Insight

Between February and March 2025, the Institute of Baltic Studies (IBS) organised a series of online focus groups with local stakeholders in Tartu (Estonia) one of RETIME’s pilot sites. Led by Rene Tõnnisson and supported by Mari Einmann, the sessions brought together representatives from housing associations in the city centre, local organisations working with vulnerable groups, residents, and members of the Tartu City Council. 

This broad engagement enabled a rich exchange of perspectives, helping to identify key challenges, opportunities, and priorities for Tartu’s urban future. Discussions focused on: 

• Learning from past initiatives and addressing emerging needs: Participants reflected on previous smart city and sustainability projects, such as SmartEnCity and the city-wide bike-sharing system. Looking ahead, climate adaptation emerged as a priority, with concerns about coping with longer, hotter summers and ensuring homes stay cool during heatwaves. 

• Infrastructure, security, and preparedness: Participants recommended the creation of building-level crisis-preparedness plans to improve coordination among residents during emergencies. 

• Supporting vulnerable groups: Local organisations discussed the barriers they face in advocating for vulnerable communities. RETIME can play a role in strengthening this support by improving access to information and offering clear, actionable guidance for extreme climate-related events. Participants of focus groups also expressed the importance of integrating more tall vegetation into urban planning to enhance cooling effects across the city. 

The insights gathered will help RETIME better align its solutions with Tartu’s specific needs, ensuring that innovations truly benefit the community.
