Between February and March 2025, the Institute of Baltic Studies (IBS) organised a series of online focus groups with local stakeholders in Tartu (Estonia) one of RETIME’s pilot sites. Led by Rene Tõnnisson and supported by Mari Einmann, the sessions brought together representatives from housing associations in the city centre, local organisations working with vulnerable groups, residents, and members of the Tartu City Council.
This broad engagement enabled a rich exchange of perspectives, helping to identify key challenges, opportunities, and priorities for Tartu’s urban future. Discussions focused on:
