New Study Reveals Local-Scale Multidimensional Urban Social Vulnerability in Lisbon and Amadora

Researchers from RETIME will present a  paper, “VULNERABILIDADE SOCIAL URBANA À ESCALA LOCAL: UMA ABORDAGEM MULTIDIMENSIONAL EM LISBOA E AMADORA”, at the VII International Conference on Circular Cities and Regions (VIICIR).

The paper applies a multidimensional methodology to map and analyse social vulnerability at a very local scale, combining demographic, socioeconomic, housing, and access-to-services indicators. By integrating spatial analysis and composite indices, the study identifies local hotspots of vulnerability and examines how different dimensions interact across urban contexts in Lisbon and Amadora. Findings highlight intra-urban disparities that are often hidden by city-level averages and provide actionable evidence to guide place-based interventions for resilience, social inclusion, and equitable urban transformation.

“We need analyses that go beyond city averages to understand who is most exposed and where targeted interventions will yield the greatest benefits,” said José Leandro Barro from ISTAR-ISCTE, lead author of the study. “Our multidimensional approach helps stakeholders prioritise resources and co-design responses that reduce vulnerabilities at the scale people experience them.”
