The Žilina Self-Governing Region, a RETIME partner, organised a focus group with members of the Žilina City Council, representatives of the Office of the Chief Architect of the City, and representatives of the Department of Environment of Žilina. The aim was to gain insight into the challenges facing the urban environment in Žilina and surrounding areas in relation to climate change.
Key urban challenges in Žilina
Participants identified several pressing urban issues, particularly related to infrastructure, social challenges, environmental factors, and governance. Among the most urgent problems are inadequate public water supply and sewage systems, which, during torrential rainfall, often fail to prevent flooding in certain parts of the city. Deteriorating roads and pedestrian pathways, along with limited green spaces, also hinder effective climate adaptation measures. During the focus group, the discussion also highlighted overdevelopment without sustainability considerations and the lack of data-driven decision-making in urban planning.
Potential solutions and strategies
Infrastructure and green space development: A key priority is the development of the urban green infrastructure. Participants stressed the importance of increasing tree planting, particularly taller trees, and developing more parks, especially in the city centre. The improvement of existing water retention measures alongside road construction, as well as exploring sustainable parking solutions, such as green roofs and multi-storey car park, were indicated as effective urban strategies.
Public engagement and education: Better communication with residents emerged as a crucial factor in effective urban planning. Suggestions included providing regular updates on city projects via online platforms, engaging citizen through surveys and consultations, and implementing educational initiatives to raise awareness of climate adaptation and sustainable urban development.
Sustainable urban planning and governance: To ensure long-term resilience, the focus group stressed the need for regulations that prioritise green development and foster cooperation between city officials and IT developers. It was also highlighted that aligning urban projects with strategic, long-term planning, rather than short-term political considerations, is essential step for achieveing a sustainable growth.
Next steps for Žilina’s urban future
The RETIME focus group meeting highlighted Žilina’s pressing urban and environmental challenges. While issues such as inefficient infrastructure, climate-related risks, and limited public engagement remain, the discussion also brought forward practical solutions. Looking ahead, collaboration between city officials, experts, and the public will be crucial for adapting buildings and urban environments to climate change and other extreme weather events, as well as in shaping a sustainable and resilient urban future for Žilina.
